In the past 6 and a half years, the Samenscholing in the neighborhood of Moerwijk has made a name for itself in the city of the Hague. Through multiple initiatives in an old school building, we have tried to continue the ideals of De Vloek, a former squatted social center. From the outset, we were supposed to be able to keep our building for a period of 10 years. Last year, however, our contract was revised to a period of 5 years minimum with a cancellation notice period of 6 months. In the past week, the municipality made it clear that we have to leave on 31 October 2022.
The overzealous alderwoman responsible for economic development, Saskia Bruines from D66 introduced a new concept development plan. She hired a development agency, MOTUS, to transform the Beatrijsstraat into an office park for the smallscale manufacturing industry, in order to stimulate business development in the neighborhood. MOTUS’ plan cost thousands of euros, but the municipality actually threw out this plan. This means that we will be evicted for nothing. There is no plan for the Samenscholing, but we have to leave our building. Meanwhile, there are several empty buildings within walking distance of the Samenscholing for which there are no further development plans, such as the Hindu elementary school on the Hoefkade and the Urban Farmers building on the Fruitweg. It seems as if the new concept plan is just a commercialization of what is already taking place in our building. At this moment, there are already all sorts of smallscale manufacturing activities going on in the Samenscholing, but the municipality insists that their plan is better.
The Samenscholing offers space for people to express themselves and develop their talents, without having to provide financial compensation. The constant struggle and reconstruction around the dismantling of cultural free spaces and social centers shows that these kinds of spaces are necessary. A plan leading to a commercial and non-social version of the current usage is a contradiction to the need for this kind of space in the Hague. As a result of the high rents for work spaces and a lack of communication with the residents and the current occupants of the Beatrijsstraat, this plan will not offer any security for the creation of a functional breeding ground to meet the economic development needs of the residents of Moerwijk.
A potential 700,000 euro will be made available for this plan through a European Union development initiative, dubbed ‘kansen voor west’ or ‘chances for west’. This subsidy can be applied for repeatedly every year until 2029. However, the municipality insists on evicting the Samenscholing because they otherwise risk missing their chance to acquire this subsidy. The work and money invested in renovating this building has been carried out without any government subsidy, with the help of all of the people involved in our collective. Because of the renovations and the Corona pandemic, the Samenscholing has not been able to be put to optimal use and meet all of its social goals. Besides the fact that ‘music city’ the Hague will lose 3000 m2 of cultural space, it would also be a pity if the new concept plan gets carried out without the Samenscholing being able to provide input for an alternative plan. Moreover, questions about the future of the Samenscholing were posed in the city council more than 2 months ago, yet they still remain unanswered. This means that the city council is not fully informed about the future of the Samenscholing and that they cannot make decisions about our future. Unfortunately, this did not matter to the city council and the motion for the redevelopment of the Beatrijsstraat 8-12 was nevertheless accepted.
As a consequence of grandiose gentrification projects and yuppification plans, the dismantling of cultural free spaces is something that unfortunately happens regularly in the Hague. Just like in previous buildings, the Samenscholing has proven its worth and right to exist within the past 6 and a half years as the basis for countless initiatives that couldn’t have existed without this space; initiatives that have a positive impact on the neighborhood, the city and the Samenscholing itself.
The Samenscholing must stay!
De Samenscholing – Den Haag
De afgelopen 6,5 jaar heeft de Samenscholing in Moerwijk haar naam gevestigd in de stad. Met tal van initiatieven in een oud schoolgebouw hebben wij geprobeerd het idealistische karakter van De Vloek voort te zetten. In eerste instantie zouden wij het gebouw mogen behouden voor een periode van 10 jaar, vorig jaar werd dat contract omgezet in minimaal 5 jaar met een opzegtermijn van een half jaar. Afgelopen week is echter duidelijk geworden dat de gemeente wilt dat wij op 31 oktober 2022 vertrekken.
Een nieuw conceptontwikkelingsplan werd door de overijverige wethouder van D66 (economie), Saskia Bruines, in gang gezet, zij huurde het conceptontwikkelingsbedrijf MOTUS in om ons schoolgebouw aan de Beatrijsstraat te transformeren in een bedrijfsverzamelgebouw voor de maakindustrie, met als doel de bedrijvigheid in de wijk te stimuleren. Dit plan van MOTUS heeft duizenden euro’s gekost en de gemeente heeft dit plan in de prullenbak gegooid. Dit houdt in dat wij ontruimd worden op basis van niets. Er ligt nu geen plan voor de Samenscholing, maar we moeten wel het pand uit. Dit terwijl er naast de Samenscholing meer leegstaande panden zijn voor de maakindustrie, waar vooralsnog geen bestemming voor is, zoals de leegstaande Hindoestaanse basisschool aan de Hoefkade en Urban Farmers op de Fruitweg, beide op loopafstand van de Samenscholing. Daar komt nog eens bij kijken dat het conceptplan, zoals de gemeente het voorstelt, een commercialisering is van wat er nu in het pand gebeurt. Momenteel zit er al van alles voor de maakindustrie in, de gemeente blijft er echter bij dat hun plannen beter zijn.
De Samenscholing biedt plek aan mensen om zichzelf te uiten/ontplooien zonder dat hier een tegenprestatie voor geleverd hoeft te worden. De herhaaldelijke strijd en wederopbouw rond het ontmantelen van culturele vrijplaatsen en sociale centra geeft een duidelijk beeld van de behoefte aan dit soort plekken. Een plan wat moet leiden tot een commerciële- en niet sociale variant van het huidige gebruik staat dan ook haaks op de behoefte aan hiervoor beschikbare ruimte binnen Den Haag. Door de hoge huurprijzen van werkruimtes en gebrek aan communicatie met de bewoners en huidige gebruikers in de Beatrijsstraat kan dit plan dus ook geen zekerheid bieden om te functioneren als voedingsbodem voor de huidige tekortkomingen en behoeftes in Moerwijk.
Vanuit de Europese subsidiepot ‘kansen voor west’ is mogelijk 700.000 euro beschikbaar gesteld voor dit plan. Deze subsidie kan tot 2029 elk jaar opnieuw worden aangevraagd. De gemeente blijft echter hameren op een snelle ontruiming van de Samenscholing omdat zij anders deze subsidie mis zouden lopen. Het werk en geld dat tot noch toe in renovatie en verbouwing van de Beatrijsstraat 12 is gestoken, is zonder subsidie in stand gebracht en met behulp van alle mensen die deel zijn van ons collectief. Door de verbouwingen en de corona crisis heeft het pand niet tot optimaal gebruik en sociale doel kunnen dienen. Buiten het feit dat “muziekstad” Den Haag 3000m2 aan ruimte zou verliezen die op het moment wordt gebruikt voor cultuur, zou het dan ook dan ook zonde zijn als het huidige conceptplan tot stand wordt gebracht zonder dat de Samenscholing een alternatief heeft kunnen aandragen. Bovendien zijn er al ruim twee maanden geleden raadsvragen ingediend over de Samenscholing, hier wordt onder meer besproken waarom dit nu gebeurt, wat de toekomst is voor de Samenscholing etc., op deze vragen is nog steeds geen antwoord gekomen. Dit betekent dat de raad niet volledig geïnformeerd is over de toekomst van de Samenscholing en dat ze dus eigenlijk geen beslissing kunnen maken over onze toekomst. Helaas betekent dit helemaal niets voor de gemeenteraad en werd het voorstel voor de herontwikkeling van de Beatrijsstraat 8-12 alsnog aangenomen.
Door grootse gentrificatieprojecten en veryuppingsplannen binnen Den Haag is de ontmanteling van culturele vrijplaatsen helaas iets wat geregeld voorkomt. Net als in voorgaande panden heeft de Samenscholing haar bestaansrecht in de afgelopen 6,5 jaar bewezen door als fundering te dienen voor talloze initiatieven die zonder deze plek niet hadden bestaan. Initiatieven die een positieve uitwerking hebben op de wijk, stad en de Samenscholing zelf.
