I don't see these rules as being specifically aimed at men, *everyone* regardless of their gender and that of the other person should get explicit consent before engaging in any kind of sexual act with them. Not everyone does have a feel for the moment, and in general I find that the more people have had to drink the less they have a feel for it. I've had both drunk men and women try to kiss me or touch me when I wasn't interested, and it's incredibly unpleasant, especially the time a guy actually shoved his tongue into my mouth and had his hand on my breast before he realised (or responded to the fact) that I was trying to push him away. Fuck yeah he should have asked first, as he was almost too drunk to stand let alone make any kind of accurate judgment about my level of interest in him.
Asking for explicit consent is not about men having to 'drop to their knees and ask for formal permission', I as a woman should also ask for consent before making any physical moves on anyone else. And if someone has assessed the moment correctly, having them look into your eyes and ask 'can I kiss you?' can be bloody sexy *and* spontaneous.
