I don know how consiously this neighbourhood lettre was written, (i hope very consiously) but what the fuck has a presumed ethnic background of security or antisquatters got to do with this story / neighbourhood letter?.
Any, and every, time you mention someones perceived ethnic background skincolor or accent when you are not discussing said background or fysical traits, where that background is not relevant, you are walking on very thin ice.
You are most probably contributing to a stigma or prejudice about an ethnic group, or even creating one...
I would very much like to hear someone from the group involved react on this (either by explaining defending why they mention it here, or by saying, "oh, hey, didnt think about that, better not mention that next time".
