I have been persecuted by a 'community policing' group with 'national' presence since February 2003 and since November 2009 I have been stalked, swarmed and harassed on an 'around the clock' basis, everywhere I go, including across state and international boundaries. I.
I have been persecuted by a 'community policing' group with 'national' presence since February 2003 and since November 2009 I have been stalked, swarmed and harassed on an 'around the clock' basis, everywhere I go, including across state and international boundaries. This diabolical practice is called 'targeting' and is intended to disrupt the victim's 'activities of daily living' and 'life processes,' not criminal activity or public disorder. It is essentially a non-adjudicated 'death sentence,' which in almost 'all' cases drives the victim to suicide or destitution. I can personally attest to this as I have been driven to the point of suicide four times and attempted it once. I have had my employment and housing destroyed four times by this group since 2003 and am currently homeless 'again' as a result of their continued persecution. Even though these acts of 'terrorism' against me have been committed largely by 'civilian' police partners, I believe the interstate and international character of this pogrom 'may' indicate that I have been targeted by the 'FBI' or 'Secret Service.' Since May 2008, when I fled Los Angeles, I have experienced the same treatment in 'Portland, Oregon,' 'San Diego, California,' 'Huston, Texas,' 'Caracas, Venezuela,' 'Laredo, Texas,' 'Nuevo Laredo, Mexico,' 'San Antonio, Texas' and everywhere else I have gone.
To the best of my knowledge I have committed no crime in connection with this persecution, they may however have other issues which are unknown to me and there may be many forces and agendas at work. They may even use this practice of 'targeting' individuals as 'training' for some unknown 'potential' threat. I believe these tactics where originally designed 'by the military' to disrupt the work of 'insurgents.' They certainly have a military feel, since they go 'far' beyond what law-enforcement is intended to accomplish. During World War II the US bombed 'population centers' in Germany and Japan, with the intent of making armaments workers 'homeless.' This is called 'strategic' warfare. What 'is' being done to me is not an expression of justice, it is an expression of raw power, 'exactly' like 'gang rape.'
'All' of my civil and 'human' rights have been violated and I am willing to forfeit my life, if necessary, for the 'torture' to stop. A life sentence in a penitentiary would have been more humane, as I probably would not have been tortured on a daily basis, not even at 'Abu Graib,' or 'Guantanamo Bay.' If I had been given the choice of 'death' as an alternative to what I have endured, I would have 'gladly' accepted it, rather than endure this 'living hell.'
I believe I am experiencing the 'full' force and wrath of the United States government, as 'all' of my attempts at relief and escape have been sabotaged. Apparently, whoever is in charge of this operation can make or persuade 'anyone' and 'everyone' to participate. Many of the companies I do business with have vandalized and sabotaged my property as well as harassed me, 'while doing business with them.' I am harassed by almost everyone I come into contact with. Who but the government could accomplish such a thing, with such amazing completeness.
I am willing to go to 'any' country that will accept me and where 'this' 'cannot' happen again, and I am ready to leave 'immediately,' taking no possessions other than the clothes on my back and the change in my pockets. Any country that will provide a 'safe haven' for me will inherit not only a very grateful individual, but an incorruptible person and a 'patriot.' Since I am so unwelcome here in my own country, the US government should not 'rationally' make 'any' argument against my leaving. I have no intention of 'ever' returning to this 'wretched' soil.
II.
I 'fled' Los Angeles in May of 2008 after having been stalked and harassed continuously since Feb 2008.
I knew I was in great peril and had been searching the Internet at work for alternative destinations. The triggering event that led to my exodus from Los Angeles was a car making a u-turn on my street, the moment I got off the bus from work, and driving directly up to me and touching the curb at an angle, so that there was no mistake that the vehicle was pointing directly at me. The license plate read: CA 'AMUSED.' The driver then drove away after a short delay, allowing me time to absorb the message. The police chief at this time was 'William H. Bratton,' who is infamous for spreading 'Broken Windows Policing' 'globally.'
I got on a bus the next day headed for Portland Oregon. I was taken to the bus station by a Yellow Cab and the driver asked me where I was going. Like an idiot I told him the truth. I should have told him 'Mexico City.' On my bus to Portland there where several people wearing 'LA Raiders' caps and t-shirts. These are known by me to be a symbol of one of the local vigilante groups, and the 'FBI' nationally. I was harassed all the way to my destination, which took about a day and a half to reach. The one strange stop on my journey was 'Visalia California.' This is an agricultural community which is very isolated geographically. It is approximately 40 miles or more from any other city or town in all four directions. Here there were no signs of covert activity. No tradecraft in the streets, no cell phone patrols and I was completely unmolested while waiting for my connecting bus. I passed through this community once before in the spring of 2003, while driving a tractor-tailor rig, and had the same experience then. I should have stayed there.
Things were very creepy from the moment I arrived in Portland. There were lots of police. There was lots of vehicular tradecraft, which even the municipal buses displayed. This forshadowed what was to come. I managed to reach my hotel without incident, but I was harassed the next morning at breakfast and an ambulance with strobe lights and sirens passed me the moment I left the restaurant. I went back to my hotel room terrified and contemplated where I would go next. I was either going to go to Tacoma Washington, en-route to Vancouver B.C., Vermont, en-route to Toronto or Ottawa, or San Diego en-route to Houston and ultimately 'Caracas Venezuela.' I opted for San Diego.
I was harassed visually and auditorially during my entire trip, and my hearing protectors only helped me a little. I stayed in San Diego for approximately three days, while trying to recover my strength, and finally purchased airfare to Caracas. I chose Caracas, because it is across international boundaries, is not a death penalty country and the current president is Hugo Chavez, who is known for having anti-western politics; also, because Venezuela is not culturally connected to the US and is notoriously crime ridden, which to me meant, 'not much policing.'
I was harassed on my flight, which was NOT expected, because I assumed the only ones going there would be nationals or expatriates returning home. I passed through customs without difficulty and neither the customs officials, airport police or staff or Fuerza Nacional seemed interested in me. This was a good sign. A bad sign was that Venezuelans are not well educated and almost none speak English. While attempting to get directions, I met a young woman in her mid twenties that spoke English and volunteered to give them to me. She instructed me to take the 'Black' taxis and then started screaming at me in Spanish for no apparent reason. On the way to the taxi stand I was intercepted by two very pushy men, who offered me a taxi ride. I asked them if they were with the 'Black' taxis and the leader of the two told me that they were with the 'White.' I declined their offer and proceeded to the 'Black' taxi stand.
Things seemed to go normally with the black taxis. I had some difficulty trying to describe what a 'cheap' hotel meant and then their dispatcher explained to me that in Spanish it is said: 'hotel economic,' and suggested the 'Hotel Beethoven,' which is a $40/night hotel. I remembered the name from my research and ordered the driver to take me there. From the moment we entered the freeway, we were followed by what appeared to be 30 to 40 youths on gasoline powered scooters. This didn't alarm me at first, but they all honked their horns as they passed, which began to make me nervous. Then the taxi driver started coughing the way the UC cops in the US do and I slowly started to become aware that I was in for 'more' of what I received in the US.
It seemed to take far too long to reach the hotel and the driver seemed to be unfamiliar with the area, so I asked him, 'are we near the Hotel Beethoven' and he replied 'No, the Hotel Beethoven is mallo (meaning bad),' so I ordered the driver once more to take me to the Hotel Beethoven, which he refused to do. Instead he took me to a 300 Bolivar/night hotel, which is about $150/night US. The place was a complete fleabag, and a similar hotel in the US would go for no more than $35/night. As soon as I exited the taxi there came an ambulance with strobe lights and sirens, followed by the 30 to 40 scooter guys, from the freeway. This seemed to me like more than a coincidence. So, after not being able to persuade the driver to take me to my desired destination, I paid him 150/Bolivars and purchased a night at the hotel. I went looking for a restaurant after bathing and on the adjacent street discovered to my chagrin that there was a police station there and outside of it were waiting the 'scooter guys,' which had just been joined by another 30 to 40 youths wearing 'blue shirts' which I had read is what the police wear. These blue shirted youths were riding on the back of the scooters, which swarmed me when I tried to cross the street. Even though these youths were wearing blue shirts, they were all twenty-somethings with shoulder length hair, and all were petite males who looked more 'artistic' than tough. None possessed either the physical presence nor bearing of 'line policemen.'
After obtaining a meal in a squalid outdoor restaurant, and having observed that none of the municipal buses, which were all decades old and no bigger than small school buses, were not clearly marked and realizing I had nothing but large bills, decided that I would not be able to negotiate a commute on ordinary ground transportation. At this point I decided to return to the airport, not knowing what else to do. Luckily I located a 'white' taxi, like the kind I had originally declined at the airport. This was manned by two individuals, like at the airport. I suspect that the second individual acts as a security guard to prevent robbery.
Surprisingly these individuals seemed 'completely honest' and charged me only half of what the driver of the black taxi did. Understand that the majority of the operating costs of a taxi in Venezuela are maintenance related since gasoline costs were only $0.16/Gallon at the time. In retrospect it occurs to me that since I had located an honest driver, I could have eventually reached the Hotel Beethoven, but this had not occurred to me at the time. Also, the moment we
reached the freeway, we were again stalked by the scooter guys, who again honked their horns as they passed.
On the way back to the airport, a black SUV with dark tinted windows rode beside us all way. Additionally this SUV had two decals on the left rear windshield stacked one on top of the other. The decal on top was the Hawaiian 'Hibiscus Flower' and the one below was the 'Roxy,' which I understand is a surfware manufacturer. It has been my experience that these decals are used by the Intelligence Community in the US. I did not expect to see these internationally. Also, I spotted many vehicles on the freeway with only one lit headlight, which indicated to me that Venezuelan police use similar tradecraft to US cops.
The individuals that instigated this pogrom against me certainly have enough money to have had the locals 'rough me up,' but the interstate and international character of what I've experienced suggests to me that a federal agency or agencies may be involved. The first that comes to mind is the FBI, although other agencies could have been involved as well. What is interesting to me is that my pogrom while incorporating many classic police harassment aspects, seems to be 'tailor-made' for me, especially the 'psyops' that have been used against me. Also, it occurs to me that a police department, even one as big as the LAPD might not have a 'specialist' in this kind of thing, so I'm also thinking maybe Army or Navy Intelligence, perhaps out of Pearl Harbor, (Hawaiian Hibiscus Flower)? I'm also thinking, this may be the work of 'one' mind. If so, I'd eventually like to learn the identity of this individual, even better, where this 'asshole' lives!
****I am beginning to suspect that the individual responsible for 'controlling' this operation is the Deputy-Assistant Director of the FBI
, in charge of the 'operations' of the alumni of the FBI's National Citizen's Academy. This is the FBI's 'own' Community Policing apparatus, which recruits 'all' business, religious, political and community leaders. This must be how they are able to destroy 'every' compartment of a person's life with such completeness.****
Based on the current organization of the FBI, the likely identity of this individual is 'Ronald C. Ruecker,' Associate Assistant Executive Director for Law Enforcement Coordination. I believe he is collaborating in this matter with 'Daniel Lee Cloyd,' Associate Assistant Executive Director of COUNTER INTELLINGENCE (COINTELPRO). Since I have been a 'TARGET' since at least 2003, and I if I have identified the correct individuals, then the predecessors of these individuals in their respective positions are also responsible. I have also received continuous inhumane treatment on both the islands of St. Thomas and St. Croix since my arrival in the Caribbean. 'Luis Fratracelli' is the Special Agent in Charge (SAC) of the Caribbean. It is obvious to me that he is very deeply involved in this matter.
These individuals, their colleagues, and management are NOT running a 'law enforcement agency.' They are running an 'inquisition' of 'global' proportion, and their civilian police partners are their "Einsatzcommandos."
It is my belief that this operation and those like them represent a serious threat to civilization.
III.
This 'crap' has been going on for much longer than the 'above' suggests. Fortuitously I was able to find portions of my original article from 2004 which I have included below:
Sporadically since 1998 and continuously for the last 7 months, I have been
harassed and tortured by what appears to be an LA Street gang, but turns
out to be something far more sinister.
I have been tailed everywhere I go, by car and on foot. Every time I enter or
leave a building, or enter or leave my car, there is a car horn that honks
twice in the distance. I have been tailgated at extremely close range by
vehicles that shine their bright lights on me, and I am often blocked, by
several vehicles, when leaving 'any' parking space. I am also shouted at from
passing cars, honked at when being passed by certain vehicles, and followed
on foot into and out of every building I go into, including my work place.
Also, fire trucks pass my apartment in the middle of the night and sound
their sirens, and this also takes place where I eat breakfast, and go to the gym. I have been subjected to sleep deprivation for extended periods of time and cars have sounded their horns outside my apartment at the exact moment of my waking for weeks on end.
I BELIEVE I HAVE SOMEHOW BEEN CHARACTERIZED AS A TERRORIST, AND THAT THE PATRIOT ACT IS BEING ABUSED FOR THIS PURPOSE.
I strongly suspect that my phones and email have been wiretapped permanently and illegally for years. The contents on my emails and voice audio from my apartment are being shared with the local community. I know this because some of my breakfast companions quote details from them that I have never discussed publicly. To the best of my knowledge it is illegal for law enforcement to share information gained form a wiretap with civilian third parties, but; this indeed is what has been happening. I also believe these wiretaps are being used to help this group stalk me.
This is definitely 'police sponsored.' The vehicles are usually white with black trim, many are Nissans, and either white or black SUV's. Over the last couple of months, many of these vehicles are now solid gray. These vehicles also have uniform markings. Many have the following:
Rear window American Flag Decals, and red 'Union 76' antenna balls; Red fire
helmet rear window decals; 'Raiders' football rear window decals, and antenna
balls; 'Praying Calvin' rear window decals, and many have no license plates,
or no front plates, both of which are illegal in California, even for undercover police cars. BTW these markings are also appearing on LAPD, LASD, CHP, LAFD, Parking Enforcement, LADWP, MTA, SBC Communications, Access Paratransit, Checker Cab, and private vehicles from, LA Sheriff's Association, 11-99 Foundation and Teamsters local 399.
Many of the individuals involved wear black or gray stocking caps, many with the Raiders football logo. Most are young Latinos, between the ages of 18 - 25, male and female, and many often travel with minor children.
The previously mentioned behaviors have had a devastating effect on my state
of mind, and I have been driven to the point of suicide at least twice, which I believe is the point of these behaviors. I have also been run off the road once, with, 'now,' 4 other attempts. I was involved in 2 accidents, where I was rear-ended, with similar timing, circumstances and vehicles. I have also been subjected to what appears to have been a malicious felony stop in October
2000, by the LA Sheriff's dept. The day after the second suspicious rearending, while traveling through Griffith Park on the way to work, a white 'panel van' pulls in front of me from the Park Ranger's station. Hand painted on the rear doors is a picture of a man standing by a wrecked car. Underneath the painting are the words: 'DON'T BE A VICTIM.' About six months later, the day after I have a suspicious flat, while making a delivery at the Beverly Hills Hotel, The same van pulls in front of me again, with a slightly different painting. This time it is of a man changing a flat tire, again the words: 'DONT BE A VICTIM,' are again written below the painting. The van had license plate: 'CA 4511512.' It sure seems like the 'Park Rangers' are claiming responsibility.
Let me explain what I know of my tormentors: They are a vigilante group of law enforcement, firefighters, and non-law enforcement security 'professionals' and non-law enforcement citizens & shopkeepers that have been recruited and trained to use 'theoretically' non-lethal 'harassment' tactics, to terrorize and control people. This as well as the fire truck 'gag,' would require the existence and use of a secret database of targeted individuals.
I have been told, by word of mouth, that the police also recruit gang members for this type of work that have had a conviction and want to escape jail time. I also
suspect that a source of personnel for these vigilante groups could be the
family and friends of police and firefighters. These could serve as a primary cadre or 'officer-corps,' then moving down from there would be police and fire civic-booster organizations, then shopkeepers, locals, and gang members. (This is only one possible organizational scenario.)
I have been subjected to an enormous amount of 'Street Theater,' and
everywhere I go, local shop keepers, and others simply go along with it 'without asking questions.' Everyone down the line is willing to follow illegal orders, without the slightest question of my tormentors' authority, or the legality or morality of their actions.
Let me explain how this works: The entire city and county of Los Angeles
appears to have been organized as a 'tactical unit,' meaning that all mobile
city services have been, or appear to have been trained in and 'are' performing
surveillance and harassment. This may simply be undercover police
officers using vehicles from these departments, but the drivers appear
to be the 'real thing.' So, the broader implications for society at large are enormous.
**This means that when a high official 'gives the order,' an individual can find himself being harassed, and stalked, by what will appear to him to be the entire world, overnight and without warning, or possibility of mitigation.**
This can happen repeatedly over the lifetime of a targeted individual, and since the perpetrators can usually not be identified, 'read no license plates,' and the 'blood' has been spread around, the victim will find himself immediately isolated and helpless. This is called 'straight jacketing,' in police jargon. What disturbs me most is that my friends will continue to help them even after they have gotten 'nothing' over periods of months and years. 'They must be getting externally pressured on an ongoing basis.' This amounts to nothing less than a 'lifetime investigation,' that will not take 'no result' for an answer.
Make no mistake 'these people are evil.' To the best of my knowledge, there is not yet any above or underground resistance movement against this yet, so a targeted person will have no where to turn, and many, I have read, commit suicide. This amounts, in many cases, to nothing less than a 'non-ajudicated' summary execution for the victim.
Knowing what I know, and having been put through what I have, the
'historical' comparisons of George Bush to Adolph Hitler are seeming less like angry rhetoric, and more credible; although, my situation started around May or June 1998, and other victims report their experiences as having started within a similar time frame. I suspect that these tactics started showing up, at least experimentally, at least that long ago; but may have come to full bloom, under the current administration. This leads me to my next, and most important point for society at large. According to well respected sources, 'JR Hobson' being among them, police organized vigilante groups, are turning up all over the USA, and among our allies in Canada and overseas, and are already well established.
This is more than an imminent danger. The enemy has already invaded our soil, 'from within.' I can't help wondering if this is how the 'Sturmabteilungen,' read 'SA Stormtroopers,' got started in National Socialist Germany. I have to believe it is. Also, according to other credible sources, HUD's Operation 'Weed and Seed,' may be playing a definitive role.
My current living situation is not safe, there are cars waiting outside of my apartment on a daily basis. I could use someone to look over my shoulder when I come home and leave for work. My car has been vandalized four times in the last 6 weeks; I did file police reports with the LAPD. My stereo was stolen, and my car broken into three times, to turn the lights on to drain my battery. The last time destroyed it and I was forced to replace it at a cost of about $80.00. The
Raiders Nation people, have infested my neighborhood, and some have been
moved into my building. These folks can start 'coughing' or 'whistling'
campaigns at a moments notice and turn anyone's home or especially apartment
into a prison cell or torture chamber 'at will.' BTW, this group can print &
deploy license plates in less than 4 hours and, it appears, that the DMV actively assists this group by providing them with ongoing temporary registrations. This allows them to run without license plates
indefinitely.
IV.
San Antonio, Texas:
After having fled Los Angeles in 2008, and having made, what I believed was a 'fresh start,' in San Antonio, Texas; 'for about a year,' I started getting stalked and harassed again, starting about the second week of November 2009. At the time I was a resident of the 'American G.I. Forum' and I was harassed there by the majority of the other residents, whom I had no problems with previously. As a matter of fact, one of my 'case managers' 'informed' me that the majority of the people that were harassing me there were members of 'Cellular On Patrol,' a San Antonio 'Community Policing' group. Not only was it a relief to finally have my perceptions confirmed by an outside party; but it was also instructive to discover that the SAPD's claims that it only recruits individuals with no 'felony' convictions was complete 'rubbish.' Many of the residents of the 'G.I' Forum did indeed have felony convictions. 'I can name several.' I guess the SAPD is happy to 'conscript' 'anyone' it can, regardless of their motivations, or 'danger' to society.
After this harassment went on for about six months, I decided it was time to leave the 'Forum.' As a result of this I was forced to sleep in may car during the day, since I worked at night. I would often park in an inconspicuous place in the parking lot at 'Brackenridge Park,' and 'attempt to take a nap for a couple of hours.

Targeting Videos:
The following attached files are 'live action' videos of only 'some' of the targeting behavior I have been subjected to. I attempted to record similar events in 2004, in Los Angeles, but the size and expense of the cameras available then made this impractical, if not impossible. All of the videos were shot with a Samsung SL600, which has a 5x zoom and takes VGA video and 14 Megapixel 'stills.' If I had to do this again, I would have selected a camera with at least a 10x zoom, and 1080p video. The reasons for this are that when filming in traffic, a minimum of a 10x zoom is necessary to get 'close-ups' of traffic in the opposite lanes and across intersections. Also 1080p video would have been desirable, since printing 'stills' from VGA video sometimes produces 'unusable' images.
