DEBATE We are not around to tell countries how to run their business, said the World Bank President, Paul Wolfowitz at a press conference in August 2005. Yet there is an increasing amount of evidence demonstrating that the World Bank is still paving the way for trade liberalization in the southern countries. Sub-Saharan Africa has been assisted and guided by the World Bank for more than 25 years now. Yet average incomes there are lower today than in 1990. The Sub Saharan African countries might not be able to eradicate poverty until 2147 if they stick to the old World Bank policy prescriptions for water privatization, governmental budget cuts and reliance on exports only for income generation. The Bank phrases the conditions it requires for countries to put in place in order to receive loans as “poverty reduction strategies” and “good governance practices”. How much of that is real and how much a camouflage?
