It was the icon without a particular city, which I was told by their association means they were part time or volunteer. The Association told me there is no way for other people to get those icon stickers, whether I believe that or not is a question. Someone could have stolen (or borrowed) thier icons (for the purpose of misidentification) or could have used their cars.”
