In a phone conversation in mid-April, Mr. Bush asked Mr. Chirac if there would be protest demonstrations, and Mr. Chirac responded, according to officials familiar with the conversation, that even if there were, all necessary security measures had been taken. When Mr. Bush joked that he expected a big protest because of his presence, Mr. Chirac joked back that if he really wanted one, it could be arranged.
