nog meer ellende Pennsylvania Governor Threatens to Cut Thousands of Severely Disabled From Medical Assistance The governor has included a "Medical Assistance Cost Containment Program Revision" in his budget which threatens to cut thousands of people off medical assistance, the overwhelming majority of whom are people with severe disabilities. This Program Revision will be catastrophic for many of these individuals who will lose their medical insurance, including life-sustaining prescription drugs. Within days after this new policy goes into effect, some people with spinal cord injuries will lose rehabilitation services; persons on SSDI (Social Security Disability) who have diabetes for whom insulin will not be covered will face possible blindness, loss of limbs or even death; some people who have controlled seizure disorders will begin experiencing the potentially devastating effects of uncontrolled seizures; some people with severe depression will no longer recieve their medications. The Governor´s Budget states: "This Program Revision will aslo discontinue the paid and unpaid medical expense deductions and the standard $10 per month income deduction for the Non-Money Payment eligibility category. Eliminating the spend-down provision for the Non-Money Payment eligibility category would save approximately $4.3 million in 2002-3 and $13.8 million in 2003-4." The effects of this cut will be devastating to families across Pennsylvania. In the richest country in the work, in a state with world-class hospitals, we cannot allow this serious human rights violation of the right to healthcare, especially when this attack is directed at some of those most in need.
