Transnational Institute invites you to the lecture "Citizens' Participation at the Crossroads in Porto Alegre, Brazil" Speaker: Sergio Baierle - Centre for Urban Studies (CIDADE) Transnational Institute invites you to the lecture "Citizens' Participation at the Crossroads in Porto Alegre, Brazil" Speaker: Sergio Baierle - Centre for Urban Studies (CIDADE) Date: Friday, 24 March 2006 at 5.00 pm Venue: Transnational Institute, de Wittenstraat 25, Amsterdam The city of Porto Alegre, in southern Brazil, has been the subject of multiple articles, books, TV documentaries and postgraduate dissertations, focused on the acclaimed system of participatory budgeting jointly run by the local government and civil society organisations. This experience was portrayed as a new model for efficient, democratic and truly participatory municipal governance, with attempts to replicate the alleged success of the Brazilian case in hundreds of other cities across the Americas and Europe. In the municipal elections of October 2004, the left-wing coalition that had run the city since 1988, led by the Workers’ Party (PT), was defeated. The incoming government, comprised by a heterogeneous mix of conservative and populist parties, committed itself to maintain landmark policies implemented by the previous administration. At the same time, the government introduced a new institutional scheme called ‘local solidary governance’, which has received both support and criticism from academic analysts, political leaders, social movements and international organisations such as the World Bank and the European Commission. Sergio Baierle will address the prospects of municipal governance in Porto Alegre in the new political context and suggest possible lessons for participatory urban planning and management in other cities of the South.
