"Bewustzijn van het bestaan van mind-controle technologie en daarom zijn gevaren en mogelijkheid voor misbruik, schijnt heersender dan in Europa te zijn dan in andere gebieden. Het Europese Parlement ging onlangs
een voorbij "de Resolutie op omgeving, veiligheid en buitenlandbeleid". [18] Dit document omvat deze artikelen: beneden:
"23. Oproepen op de Europese Unie te zoeken om de nieuwe 'niet--dodelijk' wapens technologie en de ontwikkeling van nieuwe wapens strategieën ook bedekte en geregelde door internationale conventie te hebben..
"27. Oproepen voor een internationale conventie die een globaal verbod op alle ontwikkelingen en plaatsingen van wapens voorstelt die aan de gelegenheid enig formulier van manipulatie van mensen misschien geven zal".
De Verenigde Staten zullen deze resoluties natuurlijk negeren als het andere EP verzoeken zal negeren;
bijvoorbeeld, als vermeld in het zelfde document:
"24. Beschouwt HAARP (het Hoge Frequentie Actieve Stralend Onderzoeksproject) krachtens zijn verrijkende uitwerking op de omgeving om een globaal te zijn betref en roept voor het is wettelijk, ecologische en ethische implcations om examen-ined door een internationaal onafhankelijk lichaam te zijn voor enig verder onderzoek en testend; betreurt dat de herhaalde weigering van het Verenigde Staten Bestuur iemand in persoon te sturen om bewijs naar het publiek te geven horend of enig verder Wees vastgehouden door zijn competente commissie in de milieu en openbare risico's die met het HAARP programma verbonden worden zijn momenteel momenteel in Alaska gefinancierd te worden. .."
Een van de potentiële gebruiken van HAARP zijn een communicatie systeem. Het leger erkent officieel twee communicatie-verwant (toepassingen 1:) om het te vervangen dat Extreem Lage Frequentie (ELF) onderzees communicatie systeem bestaat dat nu in Michigan en (Wisconsin 2 bedient;) om een weg te verzorgen om communicatie over een
extreem groot gebied, terwijl bijhouden van de miltary eigen communicatie systeemwerking uit te schakelen. [19]
Als wij gezien hebben, zijn de (geest)mind-controle subliminale berichten met radiofrequentie uitzendingen doorgegaan.

De HAARP faciliteit zou kunnen gebruikt worden globale (geest)mind-controle berichten uit te zenden of zo'n berichten zouden eenvoudig kunnen ingevoegd worden in het bestaan van systemen.

5. An item of interest is that the US had a new type of
aerial reconnaissance plane positioned over the former
Yugoslavia from July 14, 1995, about six months before
the US officially intervened. The 10-million-dollar
unmanned saucer-shaped spy craft is nicknamed "Dark Star".
