de wereldbank en de pijplijn: The study brings a close up analysis of EBRD and IFC consultation on the Azerbaijan-Georgia-Turkey pipelines system from the beginning of July until October 2003. Although the BTC pipeline decision-making process rose many expectations of the Azeri public towards its democratic character, the study evaluates it as "disappointing" and "formal". Among the main deficiencies of the consultation process it mentions: inadequate access to information about the consultation period, its objections and the location, its "political" timing during the national election campaign, low number of information centres established in districts directly affected by the project, lack of full documentation translated in national languages, ignorance of the local NGOs independent on government on the part of organisers and mainly the fact that not all of the participants received straight, factual answers to their questions. http://www.bankwatch.org/issues/oilclima/baku-ceyhan/downloads/agt_pipeline_systems_10-03.pdf
