Dit jaar is het 30 jaar geleden dat Pinochet aan de macht kwam in Chili. Bijna 2 jaar geleden werd bekend dat hij niet vervolgd wordt voor de misdaden, die begaan zijn tijdens zijn bewind.

Uitgerekend dit jaar brengt een Chileense Marineschip, genaamd Esmeralda, een bezoek aan verschillende landen over de hele wereld. Het Esmeralda schip is tijdens de dictatuur van Pinochet gebruikt als gevangenis- en martelschip. Verschillende getuigen hebben voor de waarheidscommissie verteld, dat op het schip verschrikkelijke misdaden zijn gepleegd en dat mensen op verschillende manieren zijn gemarteld. Ook Amnesty is in het bezit van dergelijke getuigenissen. De Brits-Chileense priester Michael Woodward werd op het schip doodgemarteld. Dit wordt echter sterk ontkend door de Chileense marine en de huidige regering van president Lagos. De daders zijn nooit bestraft.
