A post war Iraq and sending troops

Sending troops to Iraq, making priorities.
A message was being send by the Macedonian government that it would send troops to aid in a post war Iraq. It has only been a year since we had major fighting in Macedonia, but it appears the government feels secure enough to send troops to aid with peacekeeping missions.
The question then arises if Serbia should send troops?
After the assasination of P.M. Djindjic the government has shown that it is capable of keeping the country stable. It has gotten the benefit of the doubt of the EU concerning the silencing of several newspapers and newsoutlets that were related to the criminal world.
People in Serbia are releived that things went smooth and it gave a clear signal to the international world that Serbia is stable enough for investments. However the question remains if Serbia should partake in actions like the Macedonian government is doing at the moment?
One of the reforms that is needed for Serbia is a reforment of its army. The old styled socialist army needs reforms according to some officials. A proffesional army would benefit Serbia, and it would release a strain that has been on the Serbian economy for some time now. Serbia is one of the few countries that has such a high budget for it's army. Young men aging 18 years still need to go to the army, unlike many of the neighbouring countries where you don't need to, but if you want you can as a full-time job.
The effects of these decisions will have a great impact on Serbian society. Dropping the obliged service will spark a positive result under the youth and it will erase many ethical and moral questions some people have. It will also allow many of the young diaspora that left Serbia to return. In the light of reforms it is not advisable for Serbia to partake with peacekeeping missions of any kind, be it inside its own borders. Serbia first needs to resolve some questions like the economic reforms and of course the status of Kosovo before it can think of operating outside its own borders.
