In Bali (Indonesie) vond afgelopen week een voorbereidende top plaats voor de VN World Summit on Sustainable Development (WSSD) plaats. De WSSD vindt eind augustus plaats in Johannesburg en is een vervolg op de Earth Summit van 1992 in Rio de Janeiro.
Tijdens de laatste voorbereidende bijeenkomst in Bali werd gedemonstreerd voor een duurzame ontwikkeling, waarbij mens en milieu niet ondergeschikt worden gemaakt aan vrijhandel en de regels van WTO, IMF, Wereldbank.
Ook werd door ruim 160 NGO´s een noodoproep gedaan aan de VN om te voorkomen dat internationale milieuverdragen worden uitehold door de regels van de WTO.

Internationale NGO´s doen noodoproep aan VN

Amsterdam/Bali, 5 juni 2002 --- Ruim 160 niet-gouvernementele organisaties (NGO´s), waaronder Milieudefensie, hebben vandaag
een dringende oproep gedaan aan de Verenigde Naties om te voorkomen dat internationale milieuverdragen worden uitgehold door
de regels van de Wereldhandelsorganisatie (WTO).

Vandaag hebben zij op Bali hun noodkreet aangeboden aan plaatsvervangend secretaris-generaal van de VN Louise Frechette.
Het Indonesische eiland is het decor van de laatste voorbereidende besprekingen voor de wereldduurzaamheidsconferentie (World
Summit on Sustainable Development), die van 26 augustus tot 4 september in Johannesburg (Zuid-Afrika) plaatsvindt.

Volgens de NGO´s heeft de snelle ontwikkeling van de WTO een negatief effect op de ontwikkeling van milieuverdragen, zoals het
Kyoto-protocol over klimaat. Milieu-onderhandelaars zijn bang om
verdragen op te stellen die landen kunnen dwingen maatregelen te nemen die in strijd zijn met de WTO. Om deze patstelling te
doorbreken, moet volgens de NGO´s tijdens de VN-top in Johannesburg een verklaring worden getekend dat internationale milieuverdragen niet ondergeschikt mogen worden aan de WTO.

De in totaal 163 NGO´s komen uit vijftig verschillende landen, negentien van hen uit Nederland. Zij vertegenwoordigen diverse
sociale bewegingen: onder andere de milieubeweging, ontwikkelingsorganisaties, mensenrechtenorganisaties, de vakbeweging, en de vrouwenbeweging.

De ondertekenende Nederlandse organisaties zijn: ANPED, Both ENDS, COS Groningen, De Kleine Aarde, European Christian Environmental Network (ECEN), Evert Vermeer Stichting, Groen
Front, HIVOS, Milieudefensie, Meldpunten Netwerk Gezondheid en Milieu, Move Your World, Novib / Oxfam Netherlands, Programma Duurzame Ontwikkeling van de KU Nijmegen, Stichting Onderzoek Multinationale Ondernemingen (SOMO), Stichting Aarde, Transnational Institute (TNI), Vrouwen Alliantie, Vereniging INZET,
Werkgroep Globalisering DD.

The PrepCom4 is a real disaster. At the moment negotiators are trying to get a final deal. While they already agreed on the privatisation of water resources (article 25g) in the latest complete Draft. (A/CONF.199/PC/L.5/Rev.1)*

All NGOs hope that they don’t conclude negotiations and that we still may have 80 days to rescue the UN from the corporate takeover.
We first hoped that the WSSD would deliver something positive. Now it turned out that it not only disappointed our hopes, but that we will have to fight it.

POVERTY AND THE ENVIRONMENT BEACHED AT BALI
WILL GOVERNMENTS LET US DOWN IN JOHANNESBURG TOO?

Bali, 7 June 2002:

As these two weeks draw to a close, the Johannesburg Summit is sinking in a sea of indecision and intransigence. The question the world is asking is – how did the governments let us down? Was it incompetence or was it sabotage?

Hardly any country can leave Bali without embarrassment. The list of guilty parties is a long one, but it starts with the three who shamelessly hijacked the process in Bali: the United States, Australia and Canada. They are abandoning their responsibilities to their citizens and to poor people across the world.

The United States’ cynical and coercive approach to the process has been outrageous, but entirely consistent with its recent record of stalling progress and using strong arm tactics in United Nations negotiations.

The European Union, “led” by Spain, portrayed itself as the good guy in the face of US stubbornness but was hardly convincing. It delivered rhetoric, but few real commitments.

It has been embarrassing to watch this process, to see different nations and blocs single-mindedly pursuing their own narrow interests at the expense of poor people and the planet’s future.

The system of horse-trading, back-room deals and bullying by powerful blocs is becoming common practice in international negotiations. Rarely has it produced so little by way of firm results. We have been appalled to watch governments renege upon commitments made at Rio 10 years ago.
And the unwillingness of powerful countries to align international trade rules with sustainable development is undermining the chance of reaching any meaningful agreement. If we emerge from Johannesburg with an agreement that sets us back pre-Rio, we will have lost more than ten years. Governments will lose the confidence of the world that they have the will to save it.

So where do we go from here? We and many other NGOs have worked honestly and openly to make this process work. We are not giving up. The Rio Principles, Agenda 21 and the agreements reached since must be made to work - the world’s future is at stake. Now we call on Heads of State and
Government to demonstrate real commitment to get this show back on the road.
