Op dinsdag 2 november hield een dertigtal verontruste burgers een ludieke protestactie voor de Monsanto-vestiging in Enkhuizen. Na een geënsceneerde burgerinspectie maakten ze de verborgen agenda van de Amerikaanse multinational bekend. De aanleiding voor de actie is de internationale topconferentie “It's down to Earth” die op dit moment plaats vindt in Den Haag.

Eerder die ochtend trok de groep in een demonstratieve optocht vanuit het centrum van Enkhuizen naar de vestiging van chemie- en zadenconcern Monsanto aan het Westeinde 161. Aangekomen bij de bedrijfspoort, verkregen de actievoerders echter geen toegang tot het terrein en de gebouwen voor een openbare burgersinspectie. Woordvoerder Anna William van de actiegroep Verdelg Monsanto: “Het is teleurstellend dat we niet worden toegelaten. Burgemeester Jan Baas heeft ons van te voren gezegd dat Monsanto ons tenminste te woord zou staan. Maar zelfs daarvan was geen sprake.”

Bij gebrek aan openheid en medewerking van de kant van Monsanto maakten de actievoerders daarom met behulp van theatrale elementen de resultaten bekend van een eerder gehouden onderzoek naar de 'verborgen agenda' van het bedrijf. Getoond werden documenten over consumentenbedrog met 'verantwoorde' (giftige en genetisch gemanipuleerde) soja, over gekochte onderzoeksresultaten en over beďnvloede politici. Een door Monsanto benadeelde boer liet een wurgcontract zien. Als klapper onthulden de inspecteurs de geheime agenda van Monsanto. Deze werd in de directiekamer aangetroffen, op de achterkant van het portret van Huge Grant, de grote baas van Monsanto.

De Monsanto-agenda blijkt schade aan mens en milieu ondergeschikt te maken aan het behalen van maximale winst, aldus Anna William. “Het gaat hier niet om een onschuldig groentezadenbedrijf dat de mensheid helpt om voldoende voedsel te produceren, maar om een onderneming die er alles aan doet om de hele voedselmarkt onder controle te krijgen. En een ieder die tegen haar belangen ingaat, wordt de mond gesnoerd.”

De Amerikaanse multinational is groot geworden met de verkoop van bestrijdingsmiddelen, zoals het ontbladeringsmiddel 'Agent Orange'. Tegenwoordig richt zij zich op de combinatie van genetisch gemanipuleerde soja en maďs die resistent zijn gemaakt tegen de bijgeleverde insecticide RoundupReady. Het bedrijf ijvert voor klimaatsubsidies (CO2-kredieten) voor het telen van gewassen met gif. Monsanto is sinds enkele jaren ook actief in Nederland, waar het Seminis, De Ruiter Seeds en Western Seed heeft opgekocht. Het bedrijf heeft wereldwijd inmiddels 23% van de commerciële zadenmarkt in handen.

De inspectie valt samen met de internationale topconferentie 'It's Down to Earth' in Den Haag over landbouw, klimaatverandering en voedselzekerheid. Bedrijven als Monsanto lobbyen daarbij voor technologische oplossingen voor het wereldwijde voedselvraagstuk. De actiegroep 'Verdelg Monsanto' bepleit echter de bevordering van lokale duurzame landbouw. Kleinschalige landbouw biedt wereldwijd werkgelegenheid aan 2,8 miljard mensen en helpt tegen honger, ondervoeding en de huidige voedselcrisis. Deze vorm van landbouw is daarbij minder afhankelijk van fossiele brandstof en zorgt voor minder milieuschade en klimaatverandering.

De geheime agenda werd uiteindelijk gevonden achterop een portret van Monsanto's grote baas Hugh Grant. Een deel van de tekst luidde:

"Maximale winst en macht gaan boven alles voor Monsanto. Daarom
zorgen we ervoor dat:

- alle boeren afhankelijk zijn van onze zaden,
- alle zaden zo gemodificeerd zijn dat ze afhankelijk zijn van ons gif,
- iedereen gelooft dat dit goed is voor mens en milieu,
- alle regels en wetten onze belangen dienen,
- kleinere boeren verdwijnen en alleen grootschalige bedrijven met
monoculturen overleven,
- wij zo de voedselmarkt en de prijzen beheersen.

Een hele reeks organisaties heeft voorafgaand aan de conferentie in Den Haag over landbouw en klimaat een gezamenlijk statement uitgebracht. Hier vast de conclusie. Als je de rest van het statement ook wilt lezen moet je maar even onderstaande link volgen.

Conclusion
We demand that the Hague Conference support fair and effective solutions to the agriculture and climate crises. We call on it to champion a global transition to ecological agriculture, avoid questionable technological fixes, focus on enabling farmers to adapt to climate change, and ensure adequate public financing for agriculture. Many of these recommendations are embodied in the IAASTD, reflecting broad public consultation, and should be endorsed by this process, and implemented by governments and international organizations, including the World Bank and FAO.
We believe that the international food and agriculture community, in particular, small scale farmers, laborers, indigenous peoples, women and civil society organizations engaged on issues of food security, food sovereignty, the right to food, and the preservation and use of traditional knowledge are essential to this debate and are providing practical, just and affordable solutions to the problems of food security and climate change. They need to be heard. The international roadmap of “concrete actions” will first and foremost impact smallholder farmers worldwide, and any process that ignores their voices will be questioned for lack of legitimacy.

Public Inspection to Reveal Monsanto's Hidden Agenda. On November 2nd 2010 the action group ' Exterminate Monsanto' will be organising a 'public inspection to reveal Monsanto's hidden agenda': Concerned citizens will check the premises for clues about the intense cooperation between policy makers and the agro-industry. Today's focus will be on the lobby efforts of mega-corporation Monsanto at their location in Enkhuizen, Holland. The action group will look for evidence of Monsanto's plans to get an even tighter grip on farmers and to increase their power over the global market. The public inspection coincides with the official international summit on agriculture, food security and climate change in The Hague. This conference "It's Down 2 Earth" was organised by former State Secretary for Agriculture Verburg in preparation of the global climate summit COP 16 in Cancun, Mexico in December. The action group warns for the lobby by powerful companies that push technological fake solutions to climate change. 'Exterminate Monsanto' expects very little attention for a sustainable and social future for agriculture from the Dutch government. The recent abolition of the ministry of Agriculture led the food activists to conclude that only the economic aspects of agriculture seem to matter to the new government. The people that inspect the premises are concerned about the increasing privatisation and monopolisation of the food chain by companies like Monsanto, which will further diminish food sovereignty and aggravate climate change. "A few large corporations control the worlds land, seeds and water, driving millions of people from the land, causing food insecurity and forced migration." says Anna William, participating in the inspection. Monsanto is a massive biotech company that grew big from selling pesticides. It now also controls 23 per cent of the world's seed market. The conference in The Hague offers companies like Monsanto the opportunity to convince politicians that monoculture plantations with genetically manipulated crops like soy, mais and trees help combat climate change. If they succeed in this, it would enable them to make large profits in trading carbon emission rights. "We don't believe the lie!" says Anna William. "Feeding 9 billion people in 2050 does not require industrial-scale agriculture which exhausts the soil, but smallholder farming which restores and sustains fertile soil."
Local small scale farming is the key to food sovereignty, it improves the earth's carbon balance and provides food and employment to 2,8 billion people on the planet. It is the only sustainable solution to hunger and the food crisis. In the highly industrialised Netherlands one in three family farms faces closure, as the Dutch population increasingly depends on energy-intensive import food. The world famous Dutch horticultural seeds sector has been taken over by large agrochemical multinationals like Monsanto. But the global market does not offer food security. On the contrary.With their action on the 2nd of November the group Exterminate Monsanto exposes the lobby lies of the agro-industry. Everyone committed to social and climate justice is invited to take part in the inspection and help bring the hidden agenda of Monsanto out in the open.

Uitkomst Landbouw-klimaattop in Den Haag: a Roadmap to nowhere

Deze week vindt in Den Haag de internationale conferentie over landbouw en klimaat It's Down 2 Earth [1] plaats. Vooraf was er al veel kritiek van maatschappelijke organisaties [2] waaronder het IATP over de agenda. Vertegenwoordigers van kleine boeren en milieuorganisaties waren slechts beperkt welkom bij de belangrijkste bijeenkomsten. Als resultaat van de besprekingen conferentie ligt er nu een voorlopige verklaring. Ook deze tekst is voor veel organisaties echter totaal onaanvaardbaar [3]. Ten eerste mist de tekst legitimiteit. De Roadmap zegt ook te spreken namens de aanwezige boerenorganisaties en NGOs. Dit is een leugen; ook de organisaties die wel aanwezig zijn, gaan voor het grootste deel niet akkoord met de uitgebrachte tekst.

Groei-problemen Er wordt in de tekst gesproken over 'groei' zonder dit duidelijk te definiëren. Om te zorgen dat een grotere wereldbevolking voldoende te eten krijgt is inderdaad enige productiegroei nodig. Maar het gaat hier vooral ook een betere distributie en een stop van de verspilling als veevoer. Maar het woord groei kan in de tekst te makkelijk worden uitgelegd als schaalvergroting en groei van bedrijven in de landbouw en voedingsindustrie, en dat is precies de ontwikkeling in de landbouw die gestopt zou moeten worden. In de verklaring staat dat dat zowel de grootschalige als de kleinschalige boeren geholpen moeten worden. Dat het eerste vaak ten kosten van het tweede gaat, daar wordt verder niet op in gegaan.

Uitstoot vleesproductie genegeerd
De paragraaf in de roadmap over veeteelt zegt niets over het reduceren van de productie en consumptie van vlees en andere dierlijke producten. Terwijl dit toch de meest logische oplossingsrichting is als je het hebt over landbouw en klimaat. Zelfs de FAO geeft aan dat veeteelt wereldwijd verantwoordelijk is voor 18 procent van de uitstoot van broeikasgassen [4]. Het omzetten van veevoer in dierlijk voedsel is inefficiënt en er bestaan voldoende alternatieve eiwitbronnen. Het is zeer teleurstellend en dat er in dit lange document geen woord aan wordt vuilgemaakt. De economische belangen van de betrokken producenten van veevoer, handelaren, grootschalige veehouders en vleesverwerkers zullen wel te groot zijn geweest.

Misleiding over emissiehandel
De voorlopige versie van de roadmap suggereert dat er een unanieme steun is voor emissiehandel en marktmechanismen om de uitstoot van broeikasgassen terug te dingen. Niets is minder waar. En ook afgelopen week bij de VN-top over biodiversiteit5 was dit onderwerp nog zo controversieel dat voorstellen dezelfde financiële constructies het niet haalden in de eindverklaring.

Nederlandse subsidie voor ontbossing en gifgebruik
Tijdens de conferentie was het Initiatief Duurzame Handel (IDH) flink aan het lobbyen voor het verstrekken van emissierechten aan monocultuur plantages. De non-tillage techniek (zonder ploegen) zou uitstoot van broeikasgassen schelen. Hierbij wordt totaal voorbij gegaan aan het gifgebruik waarmee deze techniek gepaard gaat en de ontbossing en repressie tegen de lokale bevolking die het gevolg is van deze grootschalige productie voor de export. Om met haar misleidende naam te lobbyen voor nep-klimaatoplossingen en zo multinationale ondernemingen te ondersteunen, heeft het IDH zo'n 50 miljoen subsidie gekregen uit het potje ontwikkelingssamenwerking van het ministerie van Economische Zaken6. Het wrange is dat vele milieu- en ontwikkelingsorganisaties die wel opkomen voor kleine boeren en een duurzame duurzame landbouw bepleiten , niet werden uitgenodigd voor de onderhandelingen in Den Haag en voor zover ze al geld kregen door de regering worden gekort.

We, the undersigned civil society groups who have been present here in The Hague, collectively reject the Hague Roadmap for Action.

More than 100 organisations, many of which have not been invited to this Conference, have also expressed their serious concerns in a Civil Society Statement on October 31.

Those most impacted by climate change and whose livelihoods are most at risk, in particular small-scale farmers, indigenous people and women especially from developing countries, have not been present, or consulted, nor have genuinely participated in this process. A democratic and participatory process should have involved all sectors of civil society engaged on these issues in a process designed to genuinely engage and dialogue with civil society. The “roadmap for action” drafted by a few cannot be claimed to have been “collectively developed”, even by those present at the Conference.

We therefore have strong objections to a Chair’s summary that portrays a “shared understanding” on challenges and solutions for a so-called roadmap on highly complex linkages between food security, climate change and agriculture.

The conference also lacks the legitimacy of a UN process where all governments are represented, and negotiate and adopt decisions. It therefore cannot produce as its output an agreed Roadmap for Action, but should only issue a Chair’s summary of the various discussions that have taken place at the conference.

In addition, a process that genuinely seeks to draw together the linkages between agriculture, food security and climate change should have involved participants from both the agriculture and climate change sectors and processes. Otherwise, the outcome of the conference could be interpreted to be an attempt to undermine or pre-empt on-going negotiations in the UNFCCC.

Our understanding of the problems and solutions differs fundamentally from the framing posed by the organizers. We believe that adaptation has to be the main priority of this conference. The agricultural challenges faced by the poorest and most vulnerable, in Africa but also in Asia, in small-island states, in Latin America, are adaptation challenges. While sustainable farming practices can provide mitigation benefits, the climate crisis is caused first and foremost by the emissions of rich countries and we reject that small farmers are meant now to take on the mitigation responsibilities of the North.


The unanimous endorsement of carbon markets and market mechanisms in the draft is unfounded. There are on-going discussions about market-based mechanisms at both the CBD and the UNFCCC. At the 10th Conference of the Parties of the Convention on Biological Diversity which ended in Nagoya last week, the issue of innovative financial mechanisms, including market mechanisms for financing biodiversity, proved so controversial that a draft decision on it was not adopted.


Also, at the UNFCCC, the issue of carbon market mechanisms is equally controversial. Developing countries support limiting the use of existing carbon market mechanisms, and oppose the introduction of new ones. Therefore, the conference should refrain from policy prescriptions about carbon markets.


This is because under the UNFCCC, developed countries have legally binding commitments to finance adaptation and mitigation (including for agriculture) in developing countries. So-called innovative “carbon finance” is being promoted by some so that developed countries can avoid, rather than fulfill their obligations. Instead, many developing countries are demanding that fund-based financing should be the focus. Carbon markets, with their speculative tendencies, inherent instability, combined with the complexity of the agriculture markets could spell disaster for food rights, food security and livelihoods in developing countries.


Finally, tools and strategies needed to address food security, food sovereignty and climate change have been widely discussed in the IAASTD; in ongoing discussions within the UN FAO Committee on World Food Security and key processes led by social movements such as La Via Campesina and other farmers organizations. The Hague conference need not reinvent the wheel. Conference organizers cannot therefore ascribe a set of tools and policy recommendations to all the participants who have gathered here.

Food security in times of climate change?
1-5 Nov agro industry lobbies, powerful governments, the UN, and Worldbank are getting together in the conference It’s down 2 Earth in The Hague preparing for the climate summit COP16 this November in Cancun, Mexico. They come up with technological solutions when what we need is a system change.

1. Get you hands off our lands and food!
Multinationals are monopolizing our food supply. They are chemical companies selling pesticides and artificial fertilizers. These multinationals develop patented GM crops, buy up seed companies, and tell greenwash stories to sell more chemicals and make more money. Large agribusiness, such as Monsanto and Syngenta, have other agendas and priorities than food security or fighting climate change. Their practices threaten small-scale farming and peoples’ food sovereignty around the world.

2. Our climate is not for sale!
One of the main drivers of deforestation and CO2 pollution is industrial agribusiness, mainly with soy crops and palm oil monocultures. Monsanto is lobbying hard for carbon credits for their GM Roundup Ready soybeans because these would contribute to the reduction of CO2. But in reality the soy is transported all over the globe and nearby communities get poisoned with Roundup pesticide, loose their own food production, end up in the slums.

3. Food sovereignty – no food monopolies!
The only way to enable people around the world to feed themselves is to establish food sovereignty: local community control over lands, seeds, water and sustainable agricultural processes. This can only be achieved by getting rid of monopolising, profit-seeking corporations and speculators like Monsanto and Syngenta. Small-scale agriculture not only contributes positively to the carbon balance of the planet, it also gives employment to 2.8 billion people. It remains the best way to combat hunger, malnutrition and the current food crisis. It uses less fossil fuels, takes local ecosystems into account and does not poison the environment with pesticides.

To get real ‘climate smart agriculture’ we need to start with getting the truth out and reveal the corporate lies about the current agriculture system. Let’s bring out Monsanto’s Hidden Agenda with a Public Inspection!
